David is an international strategic communications leader specialising in nicotine and reduced-risk products, capital markets, and other highly regulated sectors. He has nearly two decades’ experience advising multinational companies, investors, and policymakers across Europe, the United States, and the Middle East on corporate reputation, regulatory strategy, transactions, and transformation.

David was a member of the founding leadership team of Plxsur, the global reduced-risk products platform spanning Europe, Asia, and North America, where he led group communications and strategic positioning through international consolidation, regulatory change, and capital markets engagement.

Earlier in his career he advised hedge funds and alternative-investment firms in New York on investor positioning and market-sensitive communications, and supported venture and growth-stage businesses including through work with Global Ventures in Dubai. He previously spent several years at Bell Pottinger advising on major IPOs, M&A, and capital markets transactions for FTSE-listed and international companies.

David also served in senior communications roles across government and international institutions, including the UK Foreign Office, NATO, the United Nations, and 10 Downing Street, where he was part of the crisis team during the Arab Spring.

He now advises companies and investors navigating the evolving nicotine and harm-reduction landscape and is a frequent moderator and commentator on industry strategy, regulation, and public-health innovation.
