
Matthew R. Holman
Matt joined PMI as VP, U.S. Scientific Engagement & Regulatory Strategy in Aug 2022. In this role, he leads the development and execution of PMI’s U.S. tobacco harm reduction strategy. He works to build understanding and support for smokefree products and the science related to tobacco harm reduction among stakeholders. He also creates and implements PMI’s U.S. regulatory strategy, identifying approaches needed to address current and future FDA regulations. Prior to joining PMI, Matt spent two decades as a regulatory scientist at the FDA, where he served in numerous leadership positions. He joined FDA’s Center for Tobacco Products (CTP) one year after it was created as a division director in the Office of Science (OS). He ended his tenure at FDA as the OS Director within CTP. In his positions within the OS, he helped create the marketing application review programs and signed final actions on applications for millions of tobacco products.
